    Top-up payments are often required from a third party rather than the person in care. I wonder what contract was signed at the start?

    He should also have been fast tracked for CHC funding as he was on end of life for 2 weeks but this doesn't not appear to have been reflected in the bill.  
    My understanding is that ongoing CHC assessments have to be completed even if the individual being assessed dies. It might be worth looking into that.

    End of life in a care home does not automatically mean CHC fast track.  It depends on the illness and the nursing needs.
    As an aside,  the majority of CHC assessments are now suspended under the Covid legislation because staff are being redeployed elsewhere due to the current health crisis.
    OP, as his LPA you would have been involved in the financial assessment for his care place. How did you think the difference between the LA rate and the care home fees were being paid?
    As LPA you would also have been responsible for his pension, bank accounts etc. As others have said,  what happened to that money?
    All shall be well, and all shall be well, and all manner of things shall be well.
