    . . . but on a fixed term contract not "permanent"

    I think because you refused the previous job offer, they have decided you don't deserve another chance.

    The people being interviewed might be more qualified than you!

    They may have also received more applications than the total number of interview slots they are willing to offer (let's say they want to do all interviews on 1 day, which probably limits things to 6 interviews max) you could have been candidate number 7 - so you just missed the cut.

    It's annoying, but that's how the cookie crumbles sometimes. 
  • I would also try and take a step back from this process and have a good look at your application form/supporting statement. Have you explicitly made it clear that you have the right skills and experience or have you assumed they will know your skills?

    I say this as where I work has a policy of always advertising internally before going external. The amount of staff who apply at the internal stage who either make minimum effort as the know the competition will be reduced, or do not mention basics things that they do in their role that matches the criteria is shocking. For example when asked about their IT skills, they will mention very niche courses they have been on for Adobe Photoshop three years ago, but do not say they can use email, word, excel etc. and are confident doing so and have helped train their colleagues. I can not mark on anything that is not in the application

    It could be, but there are plenty of other thoughts which spring to mind. The job market has become much hotter in recent weeks as people realise their current job is far less secure than they thought (or are already out of work through redundancy), so the number of applicants could be extremely high, particularly as the post in question is permanent rather than just short term.  Could simply be they had plenty of more suitable candidates, all at least - and in some cases better - qualified.

    People working in recruitment told me yesterday, unemployment levels have increased the last few weeks. A lot of firms and companies currently prefer to hire "overqualified" people instead of "normal" one. They are litterally flooded by applications.

    Well yes, but what of it? There’s no reason to assume that people will do “right”, there are no laws or rules which require it. Maybe they just decided that they don’t like you, or one of the team doesn’t. It’s a bit tough, but to be blunt, that’s just life.

    The people interviewing want the worst people for the job, and you don't fit the criteria apparently.

    Correct. Even in the external job world this can happen.  As it often gets said turn down a job to far into the process and there is just no going back. I would agree with an old poster then use to say once you've turned down an offer, you re very unlikely to work for that company again and I don't think just because it's internal or different role makes much jolt of difference.
    The only time someone is likely to get past is when hr or management of the dept/section/team/company has changed.  
    I turned down a job in January as had 2 offers and the company being declined less then 48 working hours later (it really wasn't as it I had the job offer for 5 weeks and was trying to back out suddenly) the parting words were "be aware we do not re-offer".
