Appeal in Dad's name as per the NEWBIES thread and give your address and email so he doesn't get bothered by the letters, as long as you have a different address. Then they CAN'T pay it and you can honestly say to your parents that you are dealing with it and they'll likely hear no more.
There is really no need to worry. Have you been reading other ECP threads? The more you know, the better you'll feel I reckon.
So was this a car park that serves a retail outlet? The complaint to retailer should be done as soon as possible. Do not bother with Customer Services - you need to go as high as possible i.e. manager followed by rapid escalation to CEO if no joy.
If the car park is not owned by a retail outlet it will be owned or managed by a company. Googling is the best way to find out which one & their email address but come here for assistance if it proves tricky to identify them.
Mitigating circumstances are relevant in the landowner complaint only. So the complaint / request for cancellation to landowner should outline all relevant circumstances e.g. if parents are very elderly, are disabled, if there were queues or other unexpected issues that delayed them.

I have already appealed, that's correct. Unfortunately yes I had given them my parents' address but no matter as I will be staying with them for a while and have told them to forward all the letters to me once I move back to my place after lockdown.
I've read many other ECP threads - especially the one about the FOI that ECP doesn't go to court!
It is a car park on the side of a shopping centre but I'm having trouble finding through Google who owns it. The store that comes up as owning the site is actually quite far away from the CP and the website I am getting it from looks rather outdated as if it hasn't been updated in a while. Is the only way to get the title register?
I have written to our MP and am planning to use a similar format for the landowner complaint once I identify who the landowner is.

You could try the local council to see who pays the non-domestic business rates.4
