Self employed income support turned down

I have been self employed for approx 9 years always done a tax return but I do not pay tax only NI as I'm under the threshold, I have been turned down for furlough payments.
I stopped working when lockdown started and haven't worked since - I'm a dog walker. and could do with the money, couldn't we all. Just wondered if because I don't pay tax is the reason I was turned down. Has anyone any ideas please?

The amount of tax, nil or otherwise, is irrelevant. Have you checked all the criteria? They are here:

If you think you meet them, try the online tool again. If it still says you are ineligible, contact HMRC for it to be reviewed.1 -
