Euro Car Park PCN - Wrong Address & Blurred Photo

Hi,
Hoping someone can help as I'm caught between two calls of action after reading the Newby Thread (super thread by the way!)
We sold our property 7th Jan and moved in with family whilst our new home was being renovated everything went into storage including our V5. When changing our addresses I called the DVLA who changed it for the tax but said I needed the V5 for change of address of vehicle. I explained it being in a box in storage which they took of a note of and asked me to send it in when we moved in. I did this a few days after moving. All goo. Except my buyer contacted me a number of weeks ago to inform me of post I had at the old address. I find two PCNs and a letter from DRP.  Now the entry photo is so dark you cannot see my car , let alone my registration plate. Given I pay on the app every time I park here im a bit peeved at this.
I would have challenged this PCN based on the ANPR photos being of no evidence at all anyway but given the parking date was 08.01.2020 and the letter was dated 15.01.2020 (no idea when it arrived of course) I am well out of date for appeal. If I ignore it I worry a CCJ may be issued to the old address as it was changed after issue of the PCN?
Any have any advice for me?
With the stress of things in my life right now I would pay £60-100 just to not hear about it again but £170.0 feels like a right kick in the teeth!
(Note - ECP own the land so no luck on that front).
Thanks

I doubt that Ecp are the landowner

Appeal as keeper anyway , also send a data rectification notice to the DPO at ECP with the correct present address

Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.

You never know how far you can go until you go too far.

Hmmm, another tactic is if you write an appeal as if you are the new resident at old address (make up a name, don't use his real one) saying the keeper moved in February and their new address is (your new address) and can they please send a PCN to you and erase his address from their records.

They should then send you a PCN and not bother the old address again.  You might even get a fresh PCN that allows appeal, and it will buy you time to complain to the landowner (but wait for your NTK to be sent to you first, because you don't know about it yet...).
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Thanks everyone! @Coupon-mad what a great idea! I'll give that a try. Then I'm not ignoring completely but have a chance of not getting completely shafted!
Thanks so much I'll draft it tomorrow (birthday today so chill night for me). I'll let you know how I get on!
    Thanks again!

You won't be shafted because you won't pay even if you got a PCN, appealed and lost at POPLA.

This is said on every ECP thread so I'm surprised you think there is any chance of being 'shafted' by this lot. There is no danger.  Read more ECP threads, see people who lost at POPLA; they are not paying.

No-one pays or worries about a single PCN but it's best to see it off just in case.

At the time of replying now, they don't sue for individual PCNs so ignore them if none of the tactics work.

The main one (once you get a PCN) is a complaint to the retailer if there is one on site.
