Highview Parking PCN & Lease Car

Hi all,
I'm hoping that someone can give me some guidance please. I've read the newbie threads but just want to get some clarity.
1. I have a car on lease in my own name. Lease company advised me that Highview Parking sent them a Charge Notice. They received it within the space of 10 days. 
2. Lease company advised me that they had given my name and address to Highview and asked them to reissue PCN
3. Highview have reissued the Charge Notice in my name. 
4. I asked lease company if they had supplied any paperwork to Highview. They said no, just name, address and start/end dates of lease.
5. The charge notice that I have shows a gap of 23 days between the offence and the date of notice. (presumably, Highview can still demonstrate that they went to the registered keeper first)
Would appreciate your comments and guidance. I'm naturally wondering if Highview can go back to the lease company and get them to pay if they have no joy with me. I was reading about Keepers Liability.

    Highview don't use the POFA anyway (ever) so just copy the appeal by Edna Basher in the NEWBIES thread.  This means you will win at POPLA in the end as hirer...Highview can't win.

    The lease company has transferred liability, HV can't go back - especially once you've sent them the appropriate appeal template from the NEWBIES FAQ sticky, first post, (near the bottom of it) drafted by Edna Basher who, I believe is a fleet manager, and provides great advice relative to hire/lease/company vehicles. 

    HV usually fall over when face with a forum-drafted appeal, although they may come back asking you to identify the driver - which you ignore, after which, at worst, you'll get a POPLA code, more likely a cancellation. 

    Be careful of any drop down box on their appeals portal which defaults to It was the driver', make sure that's not showing when you press the 'Submit' button.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Thank you for the responses. I see mention of NTH & NTK etc, are these different documents? Lease company received a Charge Notice and I received the same document but obviously in my name. 
    I can use one of Edna Basher's appeal letters (which makes reference to POFA) and presumably I can just enter it onto HV website (remembering the drop down box!)
    From a timing point of view, when does the appeal have to be done by or can I do it now?

    Do it now.  No choosing the option that says 'I was the driver and/or...' !  

    The lease firm got the NTK at first, then your one is meant to be the NTH, but we know nothing was enclosed with it and it doesn't use the right POFA wording, so we know it fails as a NTH.  No need to check.

    Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the enacted

    Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
