Money moved to closed accout

My wife moved some money (£30) to her brothers account and he hadn't told her that the account had been closed. I have spoken to my bank (Starling) to investigate and retrieve the money. I finally got a reply that his bank (Halifax) have said..
"We can confirm that we have checked our customers account and this payment has been applied as per the FPID. If the beneficiary still claims non receipt they will need to contact their branch for further information."
Every time he tries to speak to Halifax they say they can't help as the account is closed. And saying the money should have bounced back which it hasn't.
I'm at a loose end, Starling won't help me saying it's gone through and to speak to Halifax. And Halifax are refusing to help my brother in law even after trying to give the faster payment id. What can I do? Admittedly the money was incorrectly transferred but if it was the other way round I'm sure either bank wouldn't hesitate to get the money off me.

As Starling have given you the FPID, it has been sent and it is indeed with Halifax. It hasn't bounced because that would have been apparent when Starling looked up the FPID.
There's nothing else you can do. The only person that can solve it is your brother. He needs to pester Halifax to trace the transfer, if they won't start a formal complaint against them to help motivate them.
It's likely in a suspense account somewhere at Halifax. Sometimes front line staff are not well trained or don't have the tools to search the suspense accounts and apply payments, so it has to be escalated until you get to someone who can.

Who closed the account? Is there a possibility it is still open but overdrawn?1

Thanks for the replies everyone. What I will do then is speak to my brother in law again and get him to check how he closed the account down to confirm the other points. If they all seem ok I will get him to raise a formal complaint with Halifax.1
