The requirements for informing about Voluntary work have clearly changed since I worked on ESA. One specific question was about whether or not somebody else would be paid to do the work if you weren't working as a volunteer. If the answer to that was Yes, it was possible that an assumption of receiving minimum wage would be made. As ever a Decision Maker call on that one.

Voluntary work must be determined if it is "voluntary work".
Voluntary work for a charity can be unlimited hours and is guaranteed AFAIK to be voluntary work by DWP. But ESA can still be affected by the expenses that are paid.
Any other voluntary work could be found not to be voluntary work and treated as notional income.
There are questions answers required for vol work which are not on the PW1.
There are still processes to be followed for voluntary work, it is just that DWP staff have forgotten and have not been reminded to use them. The VolWork1JP still exists, latest version August 2021.
What I don't like seeing is Gov UK and PW1 there is no warning of this, it just says
"There is no limit on how many hours a week you can do voluntary work for."
Which is too simplistic and misleading. For the statement to be true, the work must be first allowed by the DWP as voluntary.
Notional income voluntary work (i.e. not voluntary work) will be treated as normal PW and PW thresholds apply 16hours / approx £153.
If this subject comes up again on the MSE board I suggest telling the claimant to ask for a Volwork1JP and to ask the "employer" for a letter detailing the work being done, why it is not being paid, all expenses paid, hours worked.0
