Admission of Liability

So much information on this site, wish I'd found it earlier!
I recently received a windscreen PCN and NTK from UK-CPM for not displaying a permit in my residential parking (unallocated). I appealed the NTK using info from parking cowboys knowing full well it would be rejected from their reputation so didn't put too much effort into it (and hadn't found the templates on this site yet!) when they rejected the appeal they've stated "as you have accepted liability" from my understanding I did not accept liability. Is this standard wording or have I accidentally worded something in a way that I accepted the contract and will lose my chances of success in court? (not going to bother with IAS and they won't give me a POPLA code) if people want to see the appeal letter I can post it with details removed but I'm hesitant to in case of UK-CPM lurking on the forum.
On an unrelated note in the appeal rejection letter they stated if I paid within 14 days it would be reduced to £60 (not offered on the NTK), when I looked on the payment platform the charge was £100, I queried it (without stating I was going to pay) and they said the letter is incorrect, I have to pay £100. does this count for anything in my later appeals?

Of course you won't get a POPLA code. UKCPM are not in the BPA AOS (please no teling us about the BPA square logo, see NEWBIES thread whre UKCPM are mentioned about that in the FAQs).No, you are fine, and we see 99% wins in court here. UKCPM use Gladstones, who are particularly bad at WS & evidence for court. Search JACK CHAPMAN and read the forum!

Yes that will help to show their wholly unreasonable conduct later on at your local court.
Sit tight, keep all letters, ignore debt demands and offers to settle for less(!) and come back at LBC stage. You can ask UKCPM for a SAR now by email to their DPO as per post #2 of the NEWBIES sticky where SARs are explained. That gives you every letter and every photo (hopefully emailed electronically, all in one place) which sows you what they will be propping their meritless case on, which makes organisation and knowledge for your defence a bit easier later, later.

What does your lease/AST say about parking? Does it mention the need to display a permit? then it may take primacy over the self serving TnC of the scammer, and interfere with your lawful right to “quiet enjoyment” of your property, possible an offence under The Landlord and Ten Acts.
Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the enacted
Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.
