Businesses outside SBBR

Please can anyone help, I have ran out of all ideas. I run a small building company where I don't need to pay business rates, therefore not entitled to any grants etc. Myself and one other director pay ourselves a very small salary and make up the remainder of our wages through dividends paid from the company. Therefore our 80% furloughed amount equates to about £600 each per month. We have no chance of sustaining this, with a very strong possibility that our business will collapse. Any idea why businesses of this type have been overlooked with no alternative in place??
