Bus lane notice help

need some urgent advice got a notice from Lancashire county council that my fine has gone up to £90 because i didnt reply to the initial letter sent out to me which i didnt receive
The vehicle was sold over a year ago so i emailed  stating that the was sold over a year ago and i have no evidence to back that up so please check DVLA records because the current driver must be taxing the vehile etc.
Got a replay stating that my appeal has been rejected and i am liable to pay the £90. Surely if im not the owner and definatly not the drive how can i be liable??
Please can any one shed some light on this if i shud pay or not?

    You need to post on pepipoo forum, who are the experts at bus lane fines and can tell you how to reset this to an earlier stage due to not receiving the original penalty in the post.  You MUST NOT ignore the next stage which the rejection letter points you towards.

    You’re supposed to return the V5 to the DVLA, why did you give it to the new owner?
