Cheap mobile calls to Ghana...? Under 25p/min?

I found an elderly neighbour sat in her car crying earlier because she couldn't top-up her EE PAYG phone to call her family in Ghana.  I carefully helped her (alcohol wipes, gel, not being too close), so she's happy now.

But I thought I'd spread the MSE love and see if I could suggest a cheaper way to call.  She said she was paying 25p/minute (UK mobile to Ghana mobile) with EE, and I thought there must be a cheaper service.

Web searches come back with better headline rates (e.g. 11.8p or 14p/min), but these either require monthly subscriptions, or calling from a landline, or using "free inclusive" minutes or mobile data (which she doesn't have on PAYG).  And, as she struggled with something as simple as topping up her PAYG phone, it would need to be really easy to use.

Does anyone have any suggestions?

    Most "pay-as-you-go" deals for the last decade or more have a large number of inclusive minutes for calls to UK landline numbers starting 01 and 02, non-geographic numbers starting 03, and UK mobile numbers starting 071 to 075 and 077 to 079. Indeed, spending more than £10 usually comes with unlimited calls (and texts) to those numbers. This enables almost unlimited usage of dial-through services operating on 03 numbers. 

    Dial through services operating on premium rate 084, 087 or 09 numbers should be avoided.

    Is she ringing Ghana mobile or Ghana landline?

    Have a look at Lebara or Lycamobile.

    Was she struggling because she couldn't go in the shop to do a top-up?  Or because she didn't know how to?

    If she calls a lot could be worth her getting a cheapo mobile and putting a Lyca or Lebara sim in it.  She can charge it up at the newsagents.  You can get dual sim phones but sounds like too complicated for her.
