Can I get a refund?

I bought 2 garden loungers from an online sports equipment site (oh the irony). They were both damaged when I unpacked them and so asked for a refund. 

Eventually, emails twoing and frowing, photos of damage sent etc. they said they would arrange collection and then I would be refunded. 

Over 3 weeks later, collection arranged, and they don’t arrive to collect. 

This is really dragging on now and I have these huge boxes waiting collection and still no refund. 

What can I do? Emails take almost a week to get a response and almost another week gone by without resolving.
