CIVIL ENFORCEMENT LTD - PARKING CHAREG NOTICES

I moved address in January 2020, and have recently been sent Parking Charge Notices from Civil Enforcement Ltd asking me to pay £60 for being 13 minutes over a time at a car park at costa, as id did not receive these notice of charges until this week w/c 11th may as they were sent to my old address, since then they have now issued 4 letters CEL, their debt collectors ZZPS & last week I had a collections negotiator call on behlaf of some solicitors called QDR demanding payment of what is now stated as £180, can anyone advise best course of action as I assumed that these notices are not legal or enforceable, I told the Collections guy I had no knowledge of these fines which I didn't until today, but he stated they will send another notice out to my old address and unless I pay within 30 days they will seek to apply and  issue a CCJ, how can this be right? i advised him that I wont get the mail as I do not live there any longer he requested my new address I told him no as due to GDPR I don't need to give anything as I have no idea know who he or they are, also he asked for my bank details to pay the £180 extortionate fine, which I obviously declined

    Please read the sticky thread for NEWBIES that asks you to read it first before posting.
    The fourth post explains why it is safe to ignore powerless debt collectors.

    You should contact the DPO of CEL and tell them to erase your old data and replace with your new address for service.
    Include a copy of the V5 as long as it has the new address. If not, include two redacted bank statements or utility bills. Do not send photo ID.
    Send an SAR as well to the scammers as per the NEWBIES, again including non-photo proof of ID.

    Tell them you expect a new PCN to now be sent to the correct address.


    Did you update your details with the DVLA when you moved? Once for your driving licence and separately for your V5. Not doing so could cost you £1000 a time.

    Have you complained to the landowner yet?

    Have you complained to your MP yet about this unregulated scam?

    Block all 'phone calls from the scammers and debt crawlers. Never, ever call them; never speak to them.

    Did you reveal the driver's identity when you spoke to anyone? I hope not.

    1. You need to read the NEWBIES FAQ sticky which you will find near the top of the forum thread list, one click back from this page. 

    2.  Have you updated your address with DVLA for both your V5C (logbook) and your driving licence?  Two separate notifications needed.

    3. As you are quoting the GDPR I presume you will know about and understand the option for 'Data Rectification'?

    Have you have based your forum username on your real name? If so, you may want to get your forum username changed to something completely anonymous.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    All you ned to do is change your address with:

    - the DVLA
    - CEL
    - QDR

    All of the need your new address, of course! NONE OF THEM ARE TO BE PHONED.

    THEN you can see the court claim, defend it and win.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
