Air Portugal (TAPAir) - not cancelling flights?

Hi all,
We have flights booked from Heathrow to Lisbon at the beginning of June, TAPair are saying they are still flying so cannot offer refunds or vouchers.
Is there any way to get around this or is this just going to be lost money as they are technically flying?
The Gov advice is still not to fly unless for essential travel, so we cannot go, but it seems TAPair aren't bothered about that
