Do I need damp proofing?

Hi, I'm laying laminate in my second (top) floor flat. The laminate is going in the hall, kitchen diner and living room. I've just stripped the floors in all rooms (carpet and lino) and there was also a layer of slate (we think) tiles down underneath that which we removed. The base flooring is concrete.
I've bought underlay from wickes - https://www.wickes.co.uk/Arbiton-Comfort-Laminate+Wood-Flooring-Underlay-10-8m2/p/122717
and I'm confused about whether I also need to buy vapour barrier - https://www.wickes.co.uk/Wickes-Green-Polythene-Vapour-Barrier---2-5-x-20m/p/153230
Any help would be appreciated.

Have you checked your lease? Many restrict the use of hard flooring in consideration of your downstairs neighbours.

There is nothing in the lease about flooring so I think it'll be fine.0
