problem verifying identity on HMRC self-employment income support scheme

My partner is trying to set up his details on the HMRC site so that there are no problems when he applies on 14 May. He has his NI number, UTR Ref, Government Gateway ID and password. The problem is when he gets to the identity confirmation page. He doesn't have a UK passport or driving licence and when he selects the other verification option it came up with an Experian search. But he doesn't have any credit cards so this doesn't work. This takes him to the option that he needs to call HMRC to verify his identity. But the phone line message says HMRC aren't taking any calls. So what is he to do? Can he apply without verifying his identity?
