Expedia hotel booking

Hi, i wonder if anyone can provide a bit of advice? I booked a hotel with Expedia for 28th March 2020 as i was due to fly to Cuba the day after. At that point the government had put in place travel restrictions. The room i booked was non-refundable. I contacted Expedia and they did issue me with a voucher which at that point i thought i would be able to use however as things have progressed with the Covid-19 situation and the fact that Virgin have cancelled flights from London Gatwick where the hotel was the voucher is of no use to me. I emailed Expedia in relation to a refund but didn't hear anything so i contacted them on live chat today but they are saying i am only entitled to a voucher. My understanding was that if i as a customer was prevented using the service, which i was due to travel restrictions i am entitled to a refund irrelevant of whether it was refundable or not. Am i correct or not? Any advice would be really appreciated. Thanks

Was the hotel open to guests at the time of your flights being cancelled?0

Your contract is with the hotel, if they are open they fulfilled their part of the contract (legally it's not their issue how you get there)
It's this kind of situation that good travel insurance is for. If you have that you might get a refund that way, if not then I believe a voucher is all you will get.
