Starling Bank Bounce Back Loan Credit Search

I just spoke on the live chat on the staling bank website and the lady i spoke to, confirmed that sole traders are allowed to apply with them if they have a business bank account,  but i asked re the wording which is the following,

By submitting your registration of interest, you’re confirming to us that you are a director or partner authorised to act on behalf of the business and consenting to us undertaking a new credit check on your profile, which includes a check on your personal credit file and one for your business entity. Where there are fewer than 4 directors in the business, you confirm that all Persons of Significant Control consent to us undertaking a credit check on both their business and personal credit files. All personal information that you give us will be stored and processed in accordance with our 

I asked if a credit search is performed and the lady said the following,

Yes, it is available to sole traders.

We do a soft credit check when you apply for it.

I thought these were meant to 100% government backed and only fraud and anti money laundering checks were meant to be done.  Is this allowed?  thought it says there are no personal credit checks on the MSE website for the bounce back loan.

Fraud takes many forms.

Hard search is credit file check and open for lenders to see - can affect score if too many. 

Soft search is merely to confirm you are who you say you are.
