Refund From TUI When Booking With High Street Small Independent Travel Agent.

Our holiday was cancelled by TUI on the 16th March. We were due to fly on the 20th March. 
We used our local independent travel agent like always to book our holiday and when they informed us our holiday was cancelled they asked if we wanted to rebook it or have a refund. We opted for a full refund and was told they would email TUI and request the refund.
Unfortunately it’s now the 7th May and over 7 weeks ago and NO Refund.
I have contacted our local agent who we booked with and said we were thinking of asking the bank to do a charge back for our money.
They replied and said we could go down that root but we would have to do the charge back to TUI.
This is where I could do with some advice. When looking at our receipt from when we made payment the receipt shows the money being paid to the travel agent (Their Company Name is on top of the Receipt from the chip and pin machine) and then our money goes from them to TUI.
Is the travel agent right saying we must ask the bank to do the charge back to TUI or should the charge back be to the independent Travel agent who’s name is on the top of our payment receipt?.
I have been in contact with the travel agent and they have said the contract is with TUI so the charge back must be to TUI and all major companies have issued statements on this and because they are just a agent all monies have been paid to TUI.
Any advice would be very much appreciated.

    A Chargeback relates to the payment it's a reversal, so as you paid the travel agent that where the chargeback would be.
