Parking fine - impossible request!



would be interested in anyone's thoughts on this one please, My father, 81 years old, got a parking fine whilst at Tescos at the beginning of lockdown, he has a Blue Badge so parked in a disabled bay but simply forgot to display the badge, probably more concerned/worried about getting their shopping during the special time slot for OAPs. anyway, I thought I'd see if I could challenge it bearing in mind the circumstances, first they had to have written authorisation for me to act on his behalf, done that, now they've come back with this
"We therefore require you to send us a copy of the front and back of your Blue Badge which would support your claim so that we may assess your appeal accordingly. However, until such time as this evidence is received this Notice will continue to remain outstanding."
That is not possible, Dad is not able to take photo's upload, send etc. (we've only just got him to be able to email and he struggles with that!) he is in self isolation owing to his age so we can't go to him to do it for him either.
I guess this is the point you give up and pay the fine!?

No do NOT pay., complain like stink to TESCO that they are persecuting their customers in the pursuit of profit. They need to remember that after the lock-down ends, all supermarkets will be vying for customers and those that have been dealt with badly will be making a choice to shop elsewhere. Send the -mail complaint to the CEO (who is Dave Lewis this week - I believe)

Dave Lewis the CEO of Tesco has become an enemy of customers because it's clear he loves his parking scammers so by all means contact him and await a load of rubbish back from Tesco Customer Service
I would write back to the parking company teling them you are happy to provide copies of the blue badge but as he is aged 81 with no facility to copy this, and as he is in self isolation due to Government advice and you are also following government advice it currently is impossible to obtain a copy. Once Government relaxes the ruling , you will be happy to send the copies. In the meantime they should put this on hold unless of course they think you should go against Government rules5 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.BTW, it is not a fine, iut is an invoice from an ex clamper. It should only be paid if so ordered by a judge.

Who in their right mind would give Tesco staff cameras to scam customers ???? .. Dave Lewis does.

As others have said, do not pay the scammers. The blue badge scheme does not apply on private land but the Equality Act 2010 does. Anyone who needs to use a disabled bay on private land has the right to do so by law, and a third party unregulated scammer can not take that right away from them.
Complain to the store manager and CEO as advised.
Complain to his MP and the Prime Minister.

If a PPC does not back down one can always threaten them with a claim or counter claim for disability discrimination.You never know how far you can go until you go too far.4

Who did you contact, Tesco or the parking company?From the Plain Language Commission:

Sounds like it's an appeal to the PPC you're talking about in the opening post. If so, do complain to Tesco's CEO. They may not have the best track record with cancellations but that's not to say they won't oblige on this occasion - it's very worth a punt. Describe & explain as in your opening post, which is quite compelling. Include the fact that it is so difficult to comply with the PPC's request re. photocopying. Like I say, it's a straightforward situation which you've explained well here so hopefully Tescos will see sense.5
