Parking fine - impossible request!

Morning all,
would be interested in anyone's thoughts on this one please, My father, 81 years old, got a parking fine whilst at Tescos at the beginning of lockdown, he has a Blue Badge so parked in a disabled bay but simply forgot to display the badge, probably more concerned/worried about getting their shopping during the special time slot for OAPs. anyway, I thought I'd see if I could challenge it bearing in mind the circumstances, first they had to have written authorisation for me to act on his behalf, done that, now they've come back with this
"We therefore require you to send us a copy of the front and back of your Blue Badge which would support your claim so that we may assess your appeal accordingly.  However, until such time as this evidence is received this Notice will continue to remain outstanding."
That is not possible, Dad is not able to take photo's upload, send etc. (we've only just got him to be able to email and he struggles with that!) he is in self isolation owing to his age so we can't go to him to do it for him either.
I guess this is the point you give up and pay the fine!?

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.


    BTW, it is not a fine, iut is an invoice from an ex clamper.  It should only be paid if so ordered by a judge.

    all the faffing about with the PPC (and BTW who is the PPC) may/will still result in a refusal :(
    but ...
    does your farther have a kind neighbour who could take the pictures through the window ?

    But Ralph, you must have read the rejections from Tesco and their uncouth customer service ???
    Who in their right mind would give Tesco staff cameras to scam customers ???? .. Dave Lewis does.

    What will the PPC do, threaten someone under government lockdown ????

    As others have said, do not pay the scammers. The blue badge scheme does not apply on private land but the Equality Act 2010 does. Anyone who needs to use a disabled bay on private land has the right to do so by law, and a third party unregulated scammer can not take that right away from them.

    Complain to the store manager and CEO as advised.

    Complain to his MP and the Prime Minister.

    If a PPC does not back down one can always  threaten them with a claim or counter claim for disability discrimination.  
    You never know how far you can go until you go too far.

    all of the above   (and add in it is causing him distress).  Really sorry if it is causing him distress - hopefully he will be reassured that there are people looking out for him.

    Who did you contact, Tesco or the parking company?
