Joining existing outbuilding to house

My house is a 1939's semi with existing coalhouse and toilet which is three feet from the house but was joined by the previous owners with a glass roof. There is currently a doir at each side, one goj g out to te driveway and one to the patio. There is an existing toilet. Would we be allowed to brick up the door to the driveway and keep a door to the patio. We are looking to put on a new toilet and a basin a worktop in the coakshed and sockets to be used for a tumble dryer, then to lay a tiled floor. We are not changing the size of the building. Is all this allowed without building regs and under the permitted development?
Thanks

I’m a little confused. Can you clarify...
- Do you have a detached building to the side of your house, which is 900mm (3ft) away?
- This 900mm path has a covered glass roof along with a door to the front and a door to the rear?
- This building currently has a toilet inside?
- You want to remove and brick up the door to the front?
- You want to create a W.C. with a nicer toilet and new washbasin as well as creating a (separate) space for a Utility room within this building?0 -
In planning terms I would say "do it", on the basis that it's unlikely that TPTB will ever notice the slight change. You should be endeavouring to follow building regs anyway. Are you intending to do the work yourself?0
