Tend to disagree.
The 'numbering system', as you call it, is not designed for the public. If you buy those carrots, bagged, in a retailer, you are actively looking for a number, but why? If you go to a market or farm store and buy from a box then there is no date, number, or anything. There, people rely on their senses to decide to buy or not. A good thing in my view.
You will just be looking for the date in a shop because it's something you have got used to.
