Compacting down type 1 MOT base

I'm planning on laying a small paved base to use as storage for wheelie bins, wheelbarrow etc.  I’m going to dig out and lay a type 1 MOT base of 60/75mm and then sand before laying the slabs. What can I use to compact/whack down the type 1 if I don’t have a whacker plate?

    You can make one yourself using timber (Hand compactor)
    Projects 2020-
    Joint driveway with neighbour (groundwork to be done by myself)
    Reduce CC debts, overtime (new job during pandemic), moneysaving and now a 3 year old to pay for and newborn LOL

    Tread it down with your heel. Jump up & down on it, and spray a bit of water over the area. When you come to lay the slabs, mix some cement in with the sand (1 part cement, eight to ten parts sand).

    I tried a hand compactor on type 1 and it did nothing useful.  Ended up hiring a plate compactor from HSS which did exactly what I needed, albeit very noisily.
