Can a business receive a small business grant AND furlough workers ? - I just can't seem to find any clarification on whether you can do both or whether the grant excludes you from the furlough scheme ?

I believe so. The grant does depend on what type of business you're running though. My suggestion and/or advice is my own and it is up to you if you follow it, please check the advice given before acting on it.0

Furlough is to do with employees while SBG is to do with premises. No reason not to claim both if eligibe.0

I understand the reason for the question. The small business grant does require that a business meets certain conditions, in that it must not be in liquidation or dissolved or be an "undertaking in difficulty (see paragraph 36 of link)". Fortunately most businesses , even those furloughing employees, will pass the requirements. FAQs for LAs say:
"21. If a hereditament does not resume trading after the shutdown, is it still eligible for a cash grant? Yes, as long as the business is not in liquidation or dissolved when the grant is awarded, and otherwise meets all applicable conditions (including not being an undertaking in distress on 21 December 2019 – see Q73), it is eligible for a grant."
