Unforloughed to work in a closed retailer?

Hi,
I'm a manager in a non essential clothing retailer and due to Government guidance we are closed. Myself and my team have all been furloughed and recieving pay at 80%.

Store Managers have all recieved an email saying that as of next week we will no longer be furloughed and will be required back to work. This is to work stock, send back stock to sell online and to prepare for reopening when advised by Government.

Can anyone confirm if that is allowed? We obviously wouldn't be opened for trade however we will be required to work. Some will also need to be required to use public transport to get to and from work.
