Advice of how to deal with strange neighbor

Hi all,
I've never had any problems with any neighbours in the past - however few months ago I was accused by my next neighbour ( old lady living by herself ) of reporting her to the council for overgrown vegetation in her front garden , please note that i never filled any kind of report in my life.
Since then she always behave very strange, almost to a point where I really think she got mental issues.
This Sunday just gone,i've noticed her dumping rubbish on my front garden, I didn't really pay much attention to hit until i went to check my CCTV and noticed that she's spitting on the rubbish and then throwing it ( this happened few times ), I'm absolutely shocked about her behaviour and finding this unacceptable especially during this pandemic.
Could anyone please advise me of what steps should i take ?

I would notify the police and provide your cctv evidence.1

Notify the police. If they also believe she has some mental health issues after speaking with her then they will be able to file a vulnerable persons report for her and get her some help. It doesn't sound like the kind of thing you should ignore, as much for her benefit as for yours.3

Agreed. Notify the police as you have CCTV evidence to support your report.0

Her spitting can easily be construed as her attempting to spread a virus and they are clamping down hard on that at the moment, people have been jailed for it recently.

My instant thought is that she doesn't sound well, agree with others to contact the police but more from a potential welfare point of view0

Whilst I am not disagreeing as such with those suggesting contacting the police....
Keep in mind that if / when that achieves rather less than you are hoping, you are still living next door to the problem.

I've reported her to the police with all the evidence attached , she seems like a very troubled woman and I genuinely hope she will get the help she needs to behave like a normal person in this society.
I'm still very shocked after watching the videos again,it's very disturbing - my Wife had an operation not long ago and her immune system is probably not great... and now she cant even feel safe at home, it's a horrible feeling.0
