Euro parking collection for Portugal tolls

I received a letter from Pagamento De Portagens on 21.11.19 stating that I owe £35.99 for using toll roads in Portugal in Nov 2017 and a £19.90 penalty charge. I was instructed to pay this via Euro Parking Collection. I appealed this charge via their website and explained that when leaving Portugal I tried to pay any toll fines at the Post Office and was told there were no charges. Euro Parking have responded stating that they do not accept this reason and that the amount still needs to be paid or the amount will increase. Is this fine enforceable or can I further appeal? I’m inclined to pay the original toll charge but not the penalty fine as I tried to pay this in Portugal.

I doubt there is any mechanism for anyone in Portugal to collect an alleged debt in the UK via court. If Euro Parking Collection are a debt collector then they have absolutely no powers anywhere in the UK.

EPC are indeed mere debt collectors, and can be completely ignored
While there IS a mechanism for fines to be collected across borders, I have not seen one reported case of this actually happening, possibly because the originating country doesnt get any of the cash - it stays local.

I don't think any country will be keen to import Brits to their shores given that we come from one of the most infected nations on the planet! British debt collectors pick-up U.K. tickets that European countries are unable/uninterested in enforcing for a pittance, then attempt to scare payment by the usual means - so post four of the Newbies Sticky applies completely.3

I’ve just received 3 penalty notices for A22 toll in Portugal from EPC from 2018, 2020 & 2022 with ridiculous admin charges - €2.20 now has become £48, also £36 and 3rd notice £36. Obviously these will increase as time passes and I don’t pay. Do I pay or ignore as no doubt I owe something but not this amount and there will be more to come as on the return journey you can’t pay until 2 days later and by then, we’re back in UK. It’s only now I’ve sort of found out how to do this as our Car Hire Firm have always told us not to worry about this!0

I've received a load from EPCplc for driving in Portugal too. They are coming in dribs & drans & so far total £170 with the fines. Really announcing since I've attempted to register my card at the border with Spain & was told by the border force that I didn't need to so I've not bothered since. The car hire company always advised to go to the post office but that wasn't generally practical in the timescale & the scanning my card at the border seemed easier. The car hire company are advising me to pay. Unfortunately I already paid the first two bills & have now received another three and I'm sure they'll be more. I can't find anything concrete to back up ignoring these fines.0
