Furlough payment

My business bank account has been frozen due to a Petition being advertised in the London Gazette with a Court date set of June.  The Petition will be dismissed.
During this time a furlough payment from HMRC has been locked in the account and funds can not be sent to relevant PAYE workers.  Is this legal due to the fact that the only funds I'm wanting to release is that of the furlough which is a crisis payment after following Government instructions to stay at home.  
Is it the banks duty to freeze this money within until the Court validation certificate is obtained even though these funds are purely for staff wages?
