Top up to local business grant funds scheme

Hi, With regards the top up grant the government will give to councils to distribute. Does anyone know how this will work? It says the council will distribute funds at their discretion? I run my business from a unit and missed out on the small business relief grant as my unit is rural and was not registered with the council by my landlord. It is exempt from business relief as below the rateable value. Any insight would be great if anyone has any idea who they will give grants to? Thank you in advance.
