I have a flight from Hungary to London in 2 weeks time (my inbound with another company has already been cancelled, so that's another fight to sort out)
But trying to get hold of Wizzair is only via a 0905 number at silly prices per minute. Are there any other way to speak to Wizzair without spending more.

Try putting the Company Name into the website "Say no to 0870"

BTW, should anyone in the future need a landline number for Wizz Air/WizzAir
    Use
    0330 977 0444
That number is now only for disable passengers. (Unless you can click though it)
New User name as MSE gave me a number in my old one.

It does state on the websote

In certain countries you can reach the Call Centre only through premium rate numbers specific to the country you are calling from.

    United Kingdom

    09 057 070 000

         1.45 GBP/min *

If your query is related to an existing booking you can contact the Wizz Air Call Centre at domestic rates when calling from the following countries. For exact rates, please consult your phone service provider.

    COUNTRYLOCAL NUMBER
    United Kingdom
    0330 977 0444

These numbers only handle inquiries about existing bookings. Have your confirmation number, passenger details, route and date of your flight at hand! This number deals with queries regarding existing bookings only.

It's not, it's for existing bookings.

She should be able to reschedule her flight or apply for the refund on the website or in the app, so why the need to call? If she goes into the booking on either it will give her all the options available.

Refunds are taking a bit longer than the legislation states at the moment, probably because people are creating daily requests for service instead of sitting back and waiting.

There is no fobbing off, there is a fixed number of staff and therefore a limit to the number of requests that can be processed. These as far as I'm aware are dealt with in date order of the latest request so those who have not received a reply within 30 days should contact the call centre, as Wizz are openly requesting.

It isn't lawful, they need to provide an 01/02/03 number for existing customers, but as other posters have noted they have done so.
The existing customers menu here shows the 03 number clearly.
    Contact us (wizzair.com)

Yes they have hidden the details slightly, but they have broadly complied with the UK rules that existing customers should have a standard cost phone number to call.
