Neff Oven - only top element working

My Neff oven has stopped working properly.
The fan setting has the fan running but no heat. The bottom element oven setting has no heat but the standard oven (two horizontal lines) sees the top/grill element running. Grilling also works. The top element is controlled effectively by the thermostat and the thermostat light comes off an on as expected. It also comes on for the two non-working settings/elements but never goes off of course, since the oven never gets hot with them.
Obvious answer is to replace both the fan and bottom oven element but I can't shake the concern that both elements are not likely to break at the same time, and that maybe there are other things I don't know about in modern ovens.
What do you reckon?

If the fan is running but no heat then that points to the fan element. They're pretty straightforward to replace, not sure of your particular oven but on mine you remove the panel form the inside back of the oven to get access then unscrew and unclip the element and replace. Plenty of videos online to show you how.1

I got it out and tested it with a multimeter. The fan element shows every sign of being blown - no current passing through it at all.
But the bottom element has the same resistance as the top elements - around 40 Ohms. So quite why that isn't working is unclear.
So I've ordered a fan element to be going on with and I'll see what happens.0 -
Did you order a genuine element? If you cheaped out like I did when I had to replace mine I ended up with a supposed compatible one but it was too small and wouldn't fit.0
