Father in law lives abroad and is stuck here

Hello. I’m new on here, so don’t really know if I’m doing this right. 
My father in law lives in the Philippines with his wife and he came over on his own for a flying visit in early March, and subsequently got stuck here when his return flight was cancelled. He is desperate to get home to his wife but we are struggling to find a reliable flight. There seems to be plenty of flights you can book but most carriers are cancelling them the day before. Does anyone know if any other countries are repatriating nationals and their spouses? He has been her for 8 weeks now and we don’t really have the room for him as my kids are having to share a room.
any suggestions?
