Parking on white line in snow - police prosecution

A young driver friend unknowingly parked on a solid white line near her university when it was snowing.  She has received a Notice of Intended Prosecution from Staffordshire Police for the alleged offence of Motor vehicle fail to comply with solid white line road markings - manned equipment.  
She has just completed the form admitting she was the driver but she is only 20 years old and worried about this.  It's been going on since February as they wrote to her mother first as the name on the registration certificate, so really dragging on.  Any advice please and what is likely outcome?

You need to take this to a forum called Pepipoo who specialise in these sort of issues.  We tend to major on Private Parking Company issues.
