Extension planning?

Hi All, I have just purchased a house and currently renevating it. It's a 1960s build and in the 80s the old owner put a small single storey extension on the back at half the width of the house. Because if it's age we didn't get any papers for it, acceptable aparantly. Now we want to build a second extension to the side of it that's the same size to square the back off. We are not altering the current extension in any way and will stay exactly as it is. Can we build this under permitted development?. Some say yes some say no and at my local planning office, 1 lady said no it needs planning and 1 gent said its OK to go ahead but neither will Confirm in writing, for that I need to submit an application 😡
