I would like to know if there is any help for a seafarer in the merchant navy who is employed by a non Uk company (German based) so can’t furlough and isn’t self employed?

At the moment, no. It is an area of employment that has been overlooked or hasn't even registered with the Chancellor. If you are a Union member, speak to your rep to help raise this issue. My job is dealing with seafarers' tax affairs and as a company we are in touch with Nautilus about this issue.0

Just to update here.
Working with Nautilus, we petitioned the government for seafarers to be eligible for the SEIS scheme as many are paid from overseas and therefore, their employers wouldn't be able to access any of the UK employer schemes. We also asked if there would be any relaxation of the half rule to accommodate those who are in the UK for longer than they normally would be.
Both requests were met with a firm no, unfortunately. We received a letter from the Treasury which essentially said the seafaring allowance is generous enough, so if the criteria aren't met for one year, it's tough luck!1
