Payments to Suppliers for Contingent Workers impacted by COVID-19

Hello - my battle with my agency continues - ie their reasons for refusing furlough (which I am eligible for). They are now using guidance relating to Contingent Workers to refuse furlough. This is what it says :
Who should use this approach for Payments to Suppliers for Contingent Workers impacted by COVID-19? The contents of this guidance note apply to all Central Government Departments, their Executive Agencies and Non Departmental Public Bodies. Other public sector contracting authorities are encouraged to apply the approach set out in this guidance note. 2
I was not employed by any of the above. Therefore I do not think it is correct for agency to use this guidance to make a decision about whether to furlough or not. Have I understood correctly?
