COVID-19 Hotel booking only REFUND

Can anybody please help? 
My family and I have booked a hotel only in Sorrento, Italy through Booking.com for a wedding at the end of May 2020. The wedding is now unfortunately not going ahead due to COVID-19. I have booked and paid for the hotel in full, and under the current terms and conditions, have only another week to cancel and receive 70% of my money back. 
If I go ahead and cancel, can I claim the other 30% back through a credit card chargeback or section 70, or would it be worth not cancelling and go down this route for a full 100% refund? 
Booking.com are not helpful at all and just say we need to contact the hotel. I booked through them not the hotel!!

    If you cancel then you forfeit the 30% as it's your decision and won't be able to claim this from anyone.
    If you don't cancel then it depends on whether or not the hotel is closed at the end of May. If it is closed then you're entitled to a full refund as the hotel cannot provide the service you've paid for. However, if the hotel is open then but you decide not to go then you'll lose everything.

    The best option is to wait a week before you have to decide (just before you pay the balance)
    This might give a better picture if hotels are likely to be open then,  as atm can't find any info on that,
