Parking fine appeal

Hi all, I got a parking ticket back in March. Usual form, they give a deadline to pay but I put in an appeal. 2 months later there's still no decision on it, likely due to COVID based prioritising of work.  I have checked online and the case appears to still be open. Can I now refuse to pay it as it is well beyond the timescale given to me for any response? How long do I give it, obviously financially things are not getting any easier either. Thanks for any advice

    You can always refuse to pay it, even if a judge tells you to.  It is all explained in the newbies at the top of the index page, please read them.  BTW, it is not a fine, it is an invoice from an ex clamper.

    Nine times out of ten these tickets are scams, so consider complaining to your MP, it can cause the scammer extra costs and work, and has been known to get the charge cancelled.

    Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully, when life gets back to normal, it will become impossible for those scammers who are left to continue their vile trade, but until this is done you should still complain to your MP, citing the new legislation.

    That would have been rather critical informaiton to give!
    THis forum deals more with private parking, NOT real parking wardens. 
    For that go to pepipoo and register without using a hotmail email address, and click to the COUNCIL forum
    READ other thread first, before posting yourself, so you can see the information you *must* give for useful help to be given without frustrating people.
