Vodafone can not reconnect my line

Last month I contacted Vodafone (my home broadband provider) and asked them to move my phone line and broadband to a new house, the disconnection date for the old house was 6th of April and the reconnection date for the new house was the 7th of April, so as planned Vodafone disconnected line to my old house on the 6th and send me an openreach engineer on the 7th to install new line, when the engineer arrived he said openreach has a new policy of refusing to enter property to install new line, now I have been left with no Internet, I contacted Vodafone, they were helpful and send me a sim card with unlimited Internet, but the speed is really slow, I don't know what to do now as I am still have a contract with Vodafone and I can not stay without broadband, can I break the contract with Vodafone because they failed to install the new line??

Be aware that Open Reach will refuse to enter property for any ISP .
