Offshore working

Hello, can anyone help? My Dad works offshore. He's been told he is NOT furlough as he is "part of an essential team". He has however since been told there is no work for him. He is on the PAYE scheme. They will not make him furlough, will not offer him work and he is currently paid for what he works. Pretty much if he doesn't work, he doesn't get paid. Surely there is some legality to this as he has no money to pay his bills now. Many thanks for anyone who responds.
