    Because since the reminder was printed, there's been a budget.

    If you look at the bottom right of the V11 letter, there is some teeny tiny red text about it. 
    There was some upset over the dot gov site still advertising the pre-budget rate for DD payments, but they magically sorted that.
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    It states at the bottom right side in red

    The rates of duty shown were correct at the time of printing, if they changed in the budget, you may need to pay a different rate
