If you've received a letter from the NHS then you are shielding and not self isolating, If your wife has to return to work then she will need to do this or she won't get paid unfortunately. Lots of people have no choice but work and stick to strict hygiene rules, especially when living with those that are most at risk.

Does she have to return to work no. But that does not mean the bakery has to carry on furloughing or pay her. It will be up to them what they decide to do. As has been put before plenty of people carry on working with high risk individuals at home. Until they get a vaccine or cure there is never going to be no risk , all you can do is minimise it.
