Issue with Love Holidays, not refunded as said they would (not COVID-19 related)

I booked a hotel through Love Holidays for a holiday in Nov/Dec 2019. We had to pay extra at the hotel to upgrade as we were not provided with the correct room. UPDATE 2: Revolut got back to me and said they would have been able to dispute it because they then have 120 days from the date of the refund confirmation (4th April) under the charge back rules. I obviously didn't pursue this as I already received my refund.
