The majority of schools now are Academies: the head teacher will be accountable to a board of governors, but regulation is provided only by the Dept of Education. Local authorities (councils) now have only a minimal role in education, unfortunately.
Maybe locally to you , but certainly not were we are.
In Edinburgh maybe 90% of schools are council run, with 10% private0 -

To get back on topic, I heard Martin answer a similar question on the radio today. His view was that as the parents had paid the school then the contract was with the school and so the school was rather like a travel agent and should pay the money back. BUT then he explained that schools don't have spare money and couldn't do a refund until they received a refund from the company providing the trip. So it just goes round and round, waiting for the government to announce some support for the travel industry which is the basis of most of the threads on this board for weeks. 🤔☹️0 -
