Flybe operated by Eastern Airways

My elderly (90) father in law was due to travel from Southampton to Leeds Bradford on 6th April returning 17th April.
The booking was with Flybe but the flight was operated by Eastern Airways so presumably if the Covid travel ban hadn’t been enforced the flight would have gone ahead.

Eastern Airways have said that he needs to contact his card issuer (Debit card from his bank) as they will not offer any kind of voucher or refund and I’m wondering where he stands.
Any advice would be gratefully received.

Eastern Airways would have provided the flights as a gesture of goodwill. They wouldn't have been paid for them by the administrators of Flybe.0
