Partial refund do I accept

I booked a family holiday for a wedding for May 20th-27th, with a travel Counsellor, it was a package holiday and flights were with jet2, jet2 cancelled the flights but the travel Counsellors have said they won’t pay my refund until jet 2 pay them, is that right? I thought as I paid the councillor they should of refunded me (with in 2 weeks) they have said they could Maybe pay me in two parts 1st for the hotel as they haven’t paid that out yet, then I would have a flight only booking, would this affect my rights? I don’t want a voucher as the wedding is now in England and we holiday in our caravan ( this was our 1st abroad holiday)

Your contract is with the "travel counsellor" (I've never heard that term before), so it's them that should be refunding you.  What they get (or not) from the airline shouldn't affect you but if they don't physically have the funds to pay you it would be pointless pushing too hard at this stage.

I'd get what you can at this stage and see how the airline situation develops.
