Premier Parking Logistics PCN


I posted the above on the 8th of March. I have now received 2 DCBL letters. What is the next step?

DCBL are debt collectors - see NEWBIE sticky fourth post for advice as to what to do. Who is the parking company? If your appeal was rejected did you receive a POPLA code or were you told to go to IAS?3

I hope you didn't reveal the driver's identity in your initial appeal or any subsequent contact with the scammers.
If you have a NTK but didn't appeal that, then you are now outside the appeal window, but I suggest you send the blue appeal template from the first post of the NEWBIES anyway.
PPL are IPC members so there is/was no second appeal stage.
What happened when the keeper complained to the landowner/retail manafer/CEO?
Have you complained to your MP yet about this unregulated scam.

Other than that you are in ignore mode unless you get real court papers. Come back to this thread if that happens.

Nine times out of ten these tickets are scams, so consider complaining to your MP., it can cause the scammer extra costs and work, and in some cases, cancellation.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the enacted
Just as the clampers were finally closed down, so hopefully will many DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I was 100% in the right with what happened.I don't understand that. Are you saying that because the machine was not working, leaving a note on your screen and remaining parked was 100% the right thing to do? Is that what it said to do on the car park's T&Cs?
As your appeal has not been accepted, you now need to wait patiently for a County Court Claim Form to drop through your letter-box.
Meanwhile you can safely disregard any debt collectors letters.1 -

They never had a PCN on their window and I did which was strange. I appealed it and never got a response from them. I received the Notice to Keeper on 6th March. I emailed them again asking why as I appealed it and their response was, 'I didn't put my home address in the original email.'And that's why they went the DVLA for your home address! You not following their appeal instructions has opened you up potentially for keeper liability. If you'd have provided your address, it's unlikely they would have contacted the DVLA. Not doing so means they would have failed PoFA and could not have held you liable.Those who believe they know the escape routes ......Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

You should have appealed as keeper to the NTK, because they disregarded the first appeal.
You could try a complaint to the BPA if they are still in the AOS, and say it is clear that the keeper appealed and yet no POPLA code was provided.
Apart from that, defend as and when you get a claim. DCBL cases are badly evidenced and easy enough to defend. No risk, nothing bad, no costs, no CCJ - as long as you follow our advice.
