I have an old (25 years old) Sony CCD-TR805E Hi8 Handycam and have some Hi8 tapes with things on that I want to save on DVD or memory stick.
I do not now own a VHS recorder.
I do still have the leads to connect to the Scart of the TV but the TV does not have a USB socket.
Can someone please tell me how I can do this?

    Don't be so impatient.

No point connecting to the USB of the TV, unless it can record it as an input.  You need to either connect it to the computer and write a DVD that way, or beg/borrow/buy a video recorder.

Depending on how many tapes you have (and how tedious you find copying in real time!), it might be worth paying a local computer shop to do it. They charge around £5 per tape to USB.

Something like this will do the job just fine
Not recommending this one - just 1st which came up on ebay - although I do have/used something which looks very similar

Once converted you can store them on YouTube as Private videos and just store / distribute the links to them as you see fit

As above, a lead set will get the video into the PC where you can edit it.  The only problem you might have would be a machine 25 years old could have some issues playing back the tapes depending on how it's been stored for those years.  If the head is even slightly out of alignment or has dirt on it, it won't get a proper lock on the tapes and won't give a stable picture.
I'd try to replay a tape or two and see what the picture looks like before spending anything...

Just noticed that the adapter I linked to in my previous post, specifically says it doesn't support WIN 10
If thats important to you, check for one which states it does - so you have a leg to stand on if need it on Win 10 so can return if reqd
This one does claim Win 10 "Compatibale" ?
    Bit cheaper too

Hi8 is pretty good quality. You do need to buy something, we need to decide what. You've had a video capture device suggested, and my alternate suggestion is to buy a DVD recorder (the type that sits under your TV, replacing VCRs. The easiest and most available way to do it is to use the red, white (audio) and yellow (video) cables. But you would get better quality if you replace that yellow with an S-Video cable. If you can find a device with that input you'll do better. Hi-8 tapes are pretty short, so with a DVD recorder and the highest quality recording settings, you'd get a tape onto a disk.
Something along these lines, although not a personal recommendation:
Once it's on a DVD, you can make an .ISO of the disc, or mess around with the files to make them whatever kind of video file you like.
