I hope someone can help with this.
Our business (Limited Company) a retail premises was formed on the 09.01.2020. We did not change the business rates as an oversight and only requested the change once the bill for 20/21 arrived on the 20.03.2020. We notified the Council at this point via email. Since, the Council has refused the cash grant of £10,000 on the basis of national guidelines that we were not the business rates payer on the 11.03.2020.
Is there any recourse available ?

Who was the ratepayer at 11 March 2020? It sounds from your question that the ratepayer was a previous company, or you as sole trader or a partnership?0

The rate payer was another Company.0

I assume the other company was nothing to do with you? Do you know if that company received a grant? Normally the council will pay any grant to the person on the rating list at 11 March 2020. They do have discretion to pay to the occupier in circumstances where the rating list has not been updated.
